Perhaps white people developed in more northern longitudes that were significantly colder lead to more hair production than people in the tropics.

No. The different heir color was form to attract mates. It is theorized in northern climate females were very dependent on males for food. Because if food shortage females body all look the same, thin. To attract a mate mutant hair color and eye color were desired because blond hair, red hair, blue eyes kind make the girl more distinct. (Please don't call me a sexist, I did dind it in a news) I have heard of a similar theory in body hair dated prior to world war 2. It was circulated by the japanese to prove they are superior. Human evolution was not stunted in caucasians, and the proof is that they are greater variability in their race than the mongolioid. Hair has multiple purpose other than keeping warm. It also a sensory device and helps protect against UV light. It may be a reason why certain caucasian are hairier, since their environment is different than the other races, plus caucasians has less pigments and may require the extra heir to protect from the UV.
