If you love the name, then why not? There's always going to be a mean kid who will make fun of the others, and if it's not their name, it'll be their shoes or their haircut or their favorite playground game.
If you're really worried about it, you could make Scarlett her middle name. The girl from Gone With the Wind was really Katie Scarlett O'Hara, and they called her Scarlett.
